but i havent noticed a change in my ip when i went to www.whatismyipaddress.com

The way I understand it - proxy sites hide your IP - that is the idea of a proxy - they give out their sites IP address. Obviously, some proxy sites are better than others at doing this.
Right click your local area connection - go to status - support - you will see your IP assigned by your Provider's DHCP. Now, if you use your proxy and go to whatsmyip - and see that IP address - that proxy server is useless.How can i change/hide my ip using a proxy?proxy software does not work
unless you subscribe to a service where the host hides your IP and provides a proxy IP for you to the requestor site
either way if you are doing illegal activity such as downloading child porn no ISP or proxy site is not going to give up your true IP and risk taking the heat from law enforcement, ditto for your ISP
