How do I sign up for something that allows one registration per IP address?

I'm trying to sign up twice for something but it only allows one registration per IP address. I have changed my proxy but obviously it still knows that it's the same IP address. (I already checked if it was different in the Command Prompt) And I tried anonymous proxy sites, but no luck there.
