No matter what i do my webcam keeps saying i have to give my permission. How do i do that?

I have tried everything and my friend accepts to view my webcam but it says that it is waitng for my permission. i have changed my proxies to no proxies, ik have changed it to where anyone can view my web cam and nothing is working. someplease help meNo matter what i do my webcam keeps saying i have to give my permission.
