You can delete their user name or deactivate it, ban their email address(es), and block their IP address. You can also block series of IP addresses that are commonly known proxies.
If you used a proxy or tried a few different ones and couldn't get in, you could try registering again with a different user name and email address, while using the proxy. The first time you mention who you really are or do something obnoxious, you'll just end up getting banned again, though.
Why not channel all that frustration into something constructive? Build your own forum and steal his members. There are tons of free forum hosts where you just name the forum and register, and then you have your own forum. The phpBB forums are super easy to build and run.
