How to fix proxy problem?

I'm not quite sure what's going on with my computer, but I think I have a proxy problem.

I don't use Internet Explorer, so the problem hadn't came up until I had problems with Windows Live Messenger %26amp; Yahoo Messenger.

When I went to trouble shoot on both of them, they came up with the same problem, something with changing my proxy settings with Internet Explorer. I looked at the best tutorials I could find via Google, but nothing's helped at all.. it's still the same.
