and has always been working
until I heard that you can bypass that if
you go this website and change the proxy

Anything straight off the computer can be bypassed if you try hard enough. I would know. Friends and myself bypassed many a system on school computers. Some of the only ones that worked well fully blocked manipulation of the service, the designated websites, plus any websites that allowed bypassing.
