Internet explorer help needed!?

Ok, so I am having a problem with my IE. I have the icon on my desktop. If I click it IE will open but not all the way to where I can use it for anything. Then I can't close it. I have to hit ALT CTRL Delete and close it in Task Manager. If I click start on the menu and click IE there it will open and work. If I click the icon on the desktop like I said it will open partially. If I minimize the window and try to open it again in another window the 2nd time around it will open up 100% and work fine. Anybody have a suggestion on what the problem might be or how to fix it? I already uninstalled IE and installed the new IE. I also changed the proxy settings too like someone else had mentioned. I unchecked the box for automatic settings detection. No viruses detected as well. I have an excellent virus protection on my pc. Please help. It's driving me nuts.
