Does a proxy counts as an ip change to your connection? seeing how it's only in your BROWSER?

recently i was told by my ISP (qwest) that i can't change my IP(s). i did accidentaly change some things in the configuration before and now i'm wondering whether they meant the things in the configuration or a proxy? does using a proxy on firefox modify your connection? it is legal?

It does not change your IP address. Legality depends upon whose machine it is. If it's your machine (and you're in the US) then it's completely legal.
